LMR Program Manager
Under limited supervision, primarily responsible for managing the delivery phase of a multi-year P25 LMR customer contract. The Program Manager serves as the head of the Project Team for the entire contract duration. This position is responsible for the successful achievement of the project under its technical, schedule, performance, quality, financial and contractual aspects to the customer and stakeholders’ satisfaction. Essential Duties & Responsibilities: • Definition of the WBS (Work breakdown Structure). • Authorization of the start and stop of activities linked to the scope of work of the project at work package level. • Provide regular and accurate feedback related to project requirements to project and Ascella management. • Manage financial objectives: staff retention, margin and collections. • Regular reporting to the Customer, including corrective plan if necessary,• Assessment and coverage of the risks and opportunities of the project. • Management of the project team (individual objectives definition and assessment). • Management alert on any problem which could severely affect the project achievements and set up of the appropriate action plan for problem solving. Skills and Qualifications • BS in Business, Computer Science or related degree (required). • Minimum of 5 years experience in managing P-25 LMR infrastructure and Broadband initiatives within Federal law enforcement agencies (required). • Experience working at Public Safety agencies (desired) • Project Management Professional (PMP) certification (desired). • Demonstrated experience in project planning, project risk management, and implementation planning for Federal law enforcement P-25 LMR system development and Broadband efforts (required). • Strong experience in sub-contractors and team management (required). • Minimum of 10 years experience in the radio communications field (desired). • Demonstrated effective application of project management controls to ensure that estimated labor mix and hours are appropriate to the work to be performed (desired) • Good knowledge of Microsoft Project (desired). • Strong communication skills, verbal, written and interpersonal (required). • Strong leadership skills, ability to manage on-site and remote teams (required). • Strong presentation skills (desired). • Highly analytical and organized (desired). • Ability to multi-task, prioritize tasks, make critical decisions (desired). • Ability to travel (required).
